App store not working

When I tap to download an app it displays the progress circle, but the bold progress bar never starts. Then in like 20 minutes the circle will switch to an "open" button and I can launch the app.

iPad 10.5
iOS 10.3.2
Tried restarting the iPad
Tried several different WiFi networks
Tried downloading very small apps

Be sure nothing run in background (double tap home button,sewwp apps up),clear browser history.

I've restarted the iPad, so no background processes are running.
