App Store payment declined

I'm running the latest iOS 9 and I go to update an app but it asks me to verify my payment. Once I do so it will not let me given that it has been declined. But I'm not buying anything I'm just updating an app. Any help?

I wouldn't be surprised if there are issues as Apple gears up for the event today.

It happened to my friend last night.

He did suggested that Apple's server may be messed up because of today so we'll wait and see
