My iPhone 6 has worked just fine but my iPad Air 2 is not right following the iOS 9 upgrade. Even a restore via iTunes as a new device and still no purchases so I can't down load/access any apps other than those installed as standard.

I'm just resetting and using my last 'pre-update' backup but I don't expect it to resolve the issue. Am I alone with this issue?

No you are not alone. Exactly the same issue here... Also not only the purchase history is not showing but it isn't working at all; downloaded an app that wasn't before and it also doesn't show up in the purchase history.

I also did notice that i was missing about 4 apps, went back into purchases and they were also missing, i really didn't give it much thought because they were 4 and not of great importance, but i will say, that we continue to discover more and more glitches from this new iOS 9.

I chatted with Apple support and since the icloud symbol appeared when I searched for an item it was considered resolved.
Shook my head.
I have tried multiple resets, multiple login in combinations (itunes and icloud accounts) and still the app store shows no purchases.
However the iTunes store lists all my purchases.
