Before you reboot just turn on Airplane mode. Toggling wi-fi also. Sometimes the path from you thru ISP to the end point Apple server is at fault.
Running Speedtest, my results are all over the map - erratic and flakey.
Well i've problems using the App Store on iOS 13.1.3 and iOS 13.2 Beta 4. The problems seems to be related to LTE / 4G. If i switched my data to 3G it worked fine, but not with LTE / 4G. Thought it would be network related but i've read in anther thread here at macrumors about the problem.
