I get more blank pages w/9.2 before it would be just 1.I was switching apps in the new iOS 9.2 and I realized an improvement. Now it goes from one app and stops. Now you can switch to a different app with more precision.

I think this is definitely an improvement. Before, I would often switch to the wrong app because of the way it scrolls. Now it's smoother and easier to pick the app you're looking for. Great improvement.
Haven't noticed without reduced motion enabled. Before I would do a swipe and It'll jump many apps. And I had to carefully stop one card and press twice so I could switch an app. Now it is more precise. I think it's an improvement.

Since updating to iOS 9.2, the multitasking app switcher feels rough like switching in steps unlike in 9.1 where it was quite fluid. Anyone else noticed this?
I got advice from another user. If you have Reduce Motion on, it does this. If you switch it off, it goes back to how it was
Yes, it is. But now I find it easier to navigate to a specific app. Before it was kind of messy and hit and miss.

With Reduced Motion Off, it's as in 9.1, but then you get those app opening closing animations. That was the reason to switch it off in the first place.
With the new app switcher being so jagged, it feels like it's unnaturally stopping on the app, If you have more apps open and want to switch, now it feels like scrubbing on the screen.
This new effect feels like out of place, everwhere else on iOS you have nice smooth rubber-band effect and then suddenly on app switcher you have drag-drag-drag.
It's a change to how it works with Reduced Motion enabled (basically the motion has been reduced in that area as well).
