Are you talking about tethering your cell connection to a computer?

If so, there are several jailbreak applications that can achieve this....
I suggest PDANet.

The only programs that work with the video out are:

iPod videos or audio
safari quicktime videos

I'm pretty sure thats it, but Erica has been making some progress in this area.
