App to access directly access network settings

Hi,

Is there any app that can access network settings directly? I mean instead of going to settings > general > Network > .... i can simply click the icon and get to network?? Like for a jailbroken iphone there is springboard and you can access the data and 3G directly. I don't want to jail break my iphone so was thinking if there is an app on apple store that can do just that.

No regular AppStore app can do that.
