Weather Live Free has several temperature notifications. Perhaps you could email that dev and see if something like that is possible?

Farenheit also uses badges and alerts with their app.

From what I can tell http://outsideapp.com/ has (or had) customizable alerts for various weather conditions, but the developer may have ceased work on the app.

DarkSky has something close with its customizable alerts.

You could do that with a IFTTT recipe.

Amazing! Exactly what I was looking for. I want to bathe my dog, but only when the outside temperature goes above 75℉. IFTTT was a perfect choice using a Weather Underground trigger. Thanks!
