App to download PDFs as well as read them?

My parents have only an iPad at their cottage and would like to be able go download and read PDFs from the web. Safari can view PDFs but can't save them, and iBooks needs iTunes to load PDFs with.

Any suggestions would be most helpful, thanks very much!

Thanks, I can't quite figure out how to do it, do you mind giving me step by step instructions?

I tried it again on the iPad app and couldn't get it to work, if anyone could advise it would be greatly appreciated.
