I use dropbox right now to access files on the ipad. Is there any app, Free or Paid, that will allow me to save files (.docx, etc.) to the ipad itself, so I can access it even while I have no internet connection?

Also what are some good programs that I can use to access my PC, or Mac from the iPad??

I use goodreader, pages, docs to go and logmein. Logmein needs a data connection but can remote access and control both pc and mac (I have both). Hope that helps.
 
There are a number of extensive posts on different remote desktop options. Personally I use iTeleport, iDisk, goodreader, and Evernote.
 
Dropbox will make a local (i.e. iPad) copy if you mark a file as favourite. GoodReader is superb for creating 'local' copies of files.

I've used a few remote desktop apps for controlling Windows, and I've settled on iTap RDP.

I use iTap also. I think it's pretty awesome.
 
I've been using iCab lately, since that has become my browser of choice. (I just bought a new iPad since my daughter eloped with my old one, and the only bookmark in Safari at the moment is a bookmarklet for "Open in iCab.")
