App to start up PC over 3G? Best VNC?

I was wondering if there was any app that could turn on a PC remotely over 3G (assuming the PC is connected to Internet of course).

Also, what's the best VNC app for a Windows system?

How can you turn on a PC remotely that is not powered up but is connected to the internet?
Only one way, go up to it and press the power button.
Now if you mean connect to a PC thats already turned on and connected online theres many options.
Jaadu is my favorite.
