I have App updates. Go to the Updates screen, tap the "Update" rectangle. The circle appears, sometimes for a split second, other times for a longer period of time, then it reverts back to "Update". Over and over again. Usually after hitting it like 20 times, I can get it to "stick" and actually start updating. It's driving me NUTS. Happens with both my iPad Air 2 and my iPhone 7 Plus. It started happening with my 6s Plus, so it's not the phone itself that's the problem. I've force quit the App Store app, restarted the phone and iPad, tried WiFi on, WiFi off, home WiFi, work WiFi, etc. Nothing seems to help.

Anyone else having this issue?
 
Are you up to date on your software?

Try signing out of your Apple ID and then resigning in.
 
I have seen it too.... Its a pain, usually if I wait a day itll magically start working. My iphone 7 plus and ios10 experience has been extremely flawed so far

I haven't had this issue on any of my Apple products as of yet.

I started experiencing this back with iOS 9 and it went away after a little while. But it keeps on coming back for a day or two here and there even with iOS 10 (like today for example).

Yes, software is up to date. Just signed out of iCloud and back in, and the problem persists. Back to the drawing board. Appreciate your suggestion, hadn't though of trying that. I wish it had done the trick!
 
I'm having this same issue. It's been happening off and on for over a month. Drives me kind of crazy. iPhone 7 Plus with latest iOS 10. I'm really hoping the next update fixes this.
