M1 Mac Mini with Big Sur 11.2.2.

An application isn't opening even though I have full permission.

ALSO, not sure if it's related but I've tried rebuilding the index for spotlight (per Apple's instructions) yet it keeps showing the blue progress bar next to 'indexing...' moving right to left and back, repeatedly.
 
Right click and choose Open. See what happens. If still doesn’t work try

 
How do I tell when it's done indexing? Everytime I do a search via Spotlight, the progress bar is bouncing from right to left, repeat.
 
I did a re-indexing (per Apple's instructions) and the darn thing is still indexing. This has been going on for the whole month that I've had the Mac Mini.
Any ideas on why it's still indexing?

Small idea: Try using OnyX's Repair Permissions function. This may repair the permission on the application and you'll be able to run it.

I'm not sure if it would fix the indexing issue though.

I've just noticed that this option isn't present in newer versions of OnyX. This is probably what you're looking for.
