Apple has announced it will give a free pair of Beats Flex earphones to new student subscribers to Apple Music...only in the US and UK. This continual neglect of existing and potential customers in the rest of the world is getting very tiresome. In countries where people pay prices far higher than those in the US for many Apple products, they are treated very poorly.

In response to the usual poster who will advise complainers to vote with their wallet and leave the Apple world, many are doing so.

I wouldn't take it personally, it might have more to do with the laws and regulations where you live rather than Apple deliberately neglecting certain people.

Navigating the rules and laws for Apple's main market (the US) for a giveaway is probably not that impactful, but doing that with all the countries that Apple customers reside in is probably not as easy and probably not worth it to them for such a short-term event.

For example, I am not sure if this is the case for anywhere, but maybe there could be rules related to giveaways and paying taxes on the devices that are being given away.

I think it is similar to how new feature tend to be released in the US first and then spread to different countries later on.

Or maybe I am wrong, and Apple really does just hates you.

Well, a balanced view is that Europe hates Apple and always attempts to sue Apple to death.
Is it "hating" to want all chargers to have a common port to reduce e-waste?
Is it hating to want Apple to stop overcharge their customers in the AppStore which is only possible due to their market dominance?
Is it hating to want Apple not misleading their customers by silently update their phones to reduce performance?

We can discuss whether regulation by EU is beneficial (I think it is) or whether they're over-regulating. But no way is it "hating".
