Hi,

I bought my sister a new iphone and I am looking to buy Apple Care for it. Would it be better if I put the apple care under my Apple ID or hers? I assume if she every went into Apple for support they would want the Apple ID and password associated with the Apple Care? I'm not always around to go with her.

I'm not sure it matters since Apple Care will be assigned to the iPhone based on its serial number and not the Apple ID. However, it's probably best since it is her iPhone that you use her Apple ID and not yours.
 
When visiting an apple store in Canada for service, they just need the device serial number to confirm the level of warranty coverage. Apple warranty follows the device rather than the buyer.

It's the same here in the US. As long as the iPhone serial number shows up as having Apple Care it won't matter who purchased it. His Sister will have no problem getting it serviced.
