So I tried to pay for enrollment in the development program and the transaction failed insufficient funds (which I thank because I was doing it on my personal ID without even realizing) and I contacted developer support and asked them to disable my account from all association from the site, asked them if I had enrolled they said since it didn’t go thru (no, no developer enrollment is listed here) so yesterday I had another issue but this time It was for normal apple support, couldn’t fix my problem but they told me that my Apple ID had a developer account.
And I thought you only had to enroll to get one.
So my question is does it automatically create a developer account linked to your Apple ID when you accept terms and conditions? Or do you need to enroll, even tho it didn’t go thru and don’t have a enrollment.

You can have a Developer account that is not enrolled in the Developer program. Those are two different things.
thanks but how does that work, I thought you had to enroll in order to create a developer account, which I’ve never enrolled with any Apple ID, or does it simply create when you log in with any Apple ID.

If you log into developer.apple.com or Xcode with an Apple if that account is a developer account. It doesn’t really mean much. It’s just the name of your Apple ID in context of developer resources.

There's two tiers to the Apple Developer program - free and paid. Even if you do not pay the program fee, you can still have an active developer account.

so i just logged in and accepted the terms and agreements when you first log in does that mean I have an active developer account?
