1. Not sure, what have your searches found?
2. You can't. With 99.9999% certainty you won't be able to unlock an iPhone 3GS, unless dev team has at it and can update yellowsn0w.

Phones are unlocked in France. Apple started out with a deal with Orange similar to the one they had with ATT here. They got sued and after a year an a half all providers now carry the iPhone.
