Anyone know if a second Apple I/O card could be purchased and added to the Mac Pro 7,1 for the purposes of having additional thunderbolt 3 ports? This may especially be useful for those with the base graphics card which doesn’t have addition thunderbolt ports.

As documented in numerous threads, the I/O card has special connectors and is not a standard PCIe. It will likely NOT be possible to add a second card.
 
It's not possible. Slot-8 is the only slot that have the necessary additional proprietary connections for the I/O card.
 
Argh that sucks. Have to figure out another way to get some more thunderbolt ports. Thanks for the quick reply!
