Can't find any information about this, but seeing that Apple Intelligence will be on-device and off-device, would Apple still make it available as an off-device only option?

There is no plans about that. I knowing Apple, very unlikely they will bring new features to older gens..

I don’t think Apple has announced any plans of that nature but we cannot count anything out.
Given that they ended up bringing Stage Manager to 2020 iPad Pro for example in the past, maybe the iPhones with less than 8GB RAM will get a more off-device oriented version of Apple Intelligence later down the line…Let’s see what they say in the September event, maybe there is a surprise.

Given that the on-device AI is likely the most important (mail, calendar, etc. integration) I'm not sure the off device AI would be as useful.

Considering that the Apple Intelligence Preview website makes no mention of the regular iPhone 15 (and Plus)... probably not.

Also, AI models tend to be memory-hungry. While Apple could theoretically train an even smaller model that could fit on the iPhone 15's 6 GB of RAM, I'm not sure they would consider it worth the time or effort (or, more importantly, the money). 🤷‍♂️
