Hello everyone my mac pro 2011 won't turn on, tried power pads not working.

Red light flashes when AC cord is plug in wall socket.
pressing DIG button i get 5v Stand by led. Only

Jumper pads are not working.

Removed all devices (Ram, Fans, ...(all) and tried with no successes.

order a AC from Ebay and swamp with no success.

Is there any guide i can follow to further diagnose/ Tips /Help ?

There is no 2011 Mac Pro, either 2010 or 2012. If that’s a 2010 Mac Pro, I think it’s already in the obsolete list. Apple won’t provide any hardware fix.

But even in obsolete list, I personally still prefer take it to Apple. They won't provide hardware fix, but they can still check the computer for you (free of charge), and tell you what’s wrong.

If it’s a 2012 Mac Pro, then they can fix it for you (after having your approval, because you have to pay for it accordingly). And after repairing, Apple will provide 3 month’s warranty for that computer. Which is actually not a bad idea if you have these kind of unknown serious issue.
