Been having this issue for a while and on multiple releases. I start Apple Maps and it comes up but there are no streets etc. It is like it isn't getting the actual map data. On the Apple support forums I found this and it said to delete
~/Library/Preferences/com.apple.Maps.plist

And then restart. This works sometimes but always within the next day or so I have the same problem. I see this in the actual maps application and if I add a location to my calendar it shows the pin on the spot but again no map data.

Anyone having this and have a fix that really works. I sort of assume something is corrupting the plist file but what and why??

Out of curiosity, if you boot into safe mode does Maps have the same issue? Does the maps issue happen in other user accounts? Try creating a new user account, reboot, login to the new user account and try maps.
