Apple Music and uploading songs

I have noticed that none of my songs in my iTunes library are showing up under iTunes music on my phone. I am having to right-click and manually upload the songs I want to make them available. Isn't iTunes music supposed to do this automatically? Is there a way to do it on mass?

I am thinking it works exactly the same as iTunes Match, am I wrong in thinking that?

Did you enable iCloud Music Library in iTunes and iOS ??

Yes both enabled. Looking at my Mac now all my music states "removed from iCloud" on the iCloud status but if I right click I can upload it. How do I get all my music to go back on to iCloud?
