My Apple Music playlist occupies 132 gb out 256 om my iPad mini

In Settings/apps/music I have
No downloads (zero kb)
Optimised storage = on
Automatic downloads off

How do I get rid of the 132gb?

In Settings/ipad storage/ Music
There is 2 choices:
Offload app ( just removes the Music app - not the Big library cache)
Delete app ( havent tried this, as it Will completely erase the app and the playlist?)

Old Apple support articles are at no help.
One user suggest that you have to do a backup to iCloud and then erase and reset the whole iPad.
The problem is that I cant make an icloud backup (Got 50gb) because the library is to Big, even if I doesnt backup Music

Howcome the Music library cache is so Big? Even without downloads?
And how do I optimise it without deleting everything?
