Apple Music Family: Ripped CDs Not Showing For Child Account

I recently upgraded to Apple Music Family and added my girlfriend to my plan. We previously had Home Sharing setup, as well as adding her to Family Sharing. She has her own Apple ID, has previous purchases under her ID, and a raft of music she's ripped from CDs on her PC.

I had thought that Apple Music included iTunes Match, but it does not appear to be working for her. She does not see any of her ripped music available on her iPhone. She does have iCloud Music Library turned on in Settings.

Additional details:
iPhone X, 12.1.1
Windows 10
Latest iTunes
Latest iCloud for Windows (not that it applies here)
Her machine is not on my network as we don't currently live together.

Any ideas for troubleshooting?

Try on iTunes:

File>Library>Update iCloud Music Library then wait a while for the added songs to upload.
