iTunes Match is kind of what happens when you load any music in iTunes. Ex. there are a few tracks that Apple Music does not have or are grayed out. I just add them from my local music storage to iTunes on my Mac and they upload to the cloud and are available on any of my devices.
whsbuss, I did not realize this. I thought if I had my iCloud music library turned on (I have set this so that I can download Apple Music offline for items I listen to a lot), that I would no longer be able to add music locally to my iTunes library. At least that is what I thought I had read...

[EDIT] Ok, so I just tried it and it appears to have worked. In iTunes it is showing the CDs that used to not be available along with the album art. The cloud symbol, though is strange, as it is made up of a bunch of dots instead of the normal cloud symbol - does anyone know what that means??
[EDIT 2] Well, even though I have it in my iTunes library now - it appears that I can no longer sync that album with my phone - which was really the point. Maybe that was what I had read when I thought it couldn't be done. I'm still wondering what the perforated cloud symbol means next to the tracks I added - hopefully it means that it will show up in Apple Music at some point? To me it seems pretty basic that if Apple offers a service with an incomplete catalog, and if I already own the music that they do not have available, that they offer a way that I can get it on my iPhone while still using their subscription service... So I am hopeful that there is a resolution to this issue.
[EDIT 3] So it appears the perforated cloud was showing tracks that were being uploaded to Apple Music. The tracks I added are now available on my iPhone as well. It seems to work like iTunes match in that these tracks are available only to my account and not other members of the family share (I checked on my daughters phone). This seems like a reasonable solution to me.
Thank you whsbuss for replying to my post and leading me down the path to resolution of my issue. Apple Music is somewhat confusing in how it works, so hopefully this helps others who are trying to add their own music to fill in the gaps that the Apple Music catalog has.
