OK, I am at my wits end here, have been on iTunes and now Apple music since 1999. I don't have a ton of music, about 3,000 songs, 58GB but I have no idea how to get all of my library onto my iPhone for offline listening.

I am very often out of cell range and next week, will be on a climb in the Himalaya for three weeks. I want my f__king music Apple!

I see the music in the folder, what it weighs but I have so many songs that have greyed out download arrow symbol. How in the hell do I play my music now?

What am I missing here???

I am going on memory here, but can't you just connect your iPhone to I assume you have a MAC, go to finder and bring up the finder window and click the iPhone. that should bring up window asking you what you want to sync. Then you click the check boxes you want synced. Then you hit the sync button.
