First off, the volume level in Apple Music seems to be generally low. OK, I'm using the stock earphones that came with my iPhone, but I'm comparing this to Deezer which I used previously and the difference is obvious. If I'm walking round town, I often have to set the EQ to "late night" just to be able to hear something.

Then, there seem to be volume fluctuations, and I don't mean from song to song, but in the same song.

Are you experiencing these issues as well?
 
I noticed it sounds best with EQ & Sound Check off. What kills me is the volume difference between Radio & songs in My Music. I'll queue kids songs for my son while listening to a radio station and about two seconds in the volume gets louder for My Music tracks then again adjusts down when Radio tracks play. I wish it was all around the level of My Music tracks. I'm constantly adjusting the volume button on my steering wheel!

Same here; even on playlists from different sources all seem to produce different volume levels. Hope this is corrected in updates.
