Apple Music will not re download to Iphone XR

Somehow my Apple Music disappeared. So I went to the App Store to redownload it, and it circles. It shows a cloud, so it knows I have it, but it will not down load it to my phone. The app is still on my Ipad. Do I have to re download it through Itunes on my laptap? Have reset the phone and logged out and into the App store. Any help appreciated.

Update, re downloaded everything through itunes. Now Apple Music is stating it needs an update before opening. What? It didn't like Itunes? "The developer of this app needs to update it to work with IOS 13.1.3."

Ok, so when the above message pops up go to settings, general, iphone storage, delete music app and re download through app store. Should fix the problem.
