iPod Apple music

So I bought my kid an ipod touch and we use alple music. To download songs he needs to have the cloud turned on. If he hooks it up or iTunes will it still download all songs to the phone so he can still listen to music when not on wifi

if you first download all the Apple Music songs in your library to your computer, then yes. But only those.
