YouTube released and update witch support ReplayKit... So Apple must be accepting ios11 app updates.
 
Isn't the main thing for them to be 64-bit now cause iOS 11 won't run 32-bit apps?

Not just that. With new iOS releases apps sometimes behave unexpectedly with SDK updates. So developers need to fix those issues as well along with any Apple mandated changes.
 
Apple doesn't release apps with coding for future generations of iOS before the iOS is released, that's why you see a stream of app updates once you have updated iOS and for the following week.
 
Right - it’s unusual (and frowned upon by Apple, I believe) to issue app updates related to iOS betas prior to official release. However I’ve always assumed that devs did so anyway and just didn’t say so in the release notes.
 
It's fine to release bug fixes using existing APIs from.the prior version but not to release apps using new APIs. Usually what these amount to are fixes for where Apple has changed the behavior of an existing API, either by breaking it, or by correcting something previously broken in it.
 
Even more important is how fast the developers will support the new iPhone 8/Pro/Edition screen. Don't want to see black bars haha :)

So far, the Delta app is the only app I have that has specifically stated iOS 11 compatibility.

Compatibility and using new APIs are two different things. Devs can't submit apps using new APIs but they CAN fix bugs in iOS 11 compatibility.

The GM version of Xcode 9 is not release yet. So no iOS 11 is reviewed at all. But TestFlight accepts Xcode 9 beta 6 weeks ago.

Yes, test flight betas can use the new features. They just can't be released to the App Store until the 12th.
