I would guess it works like all of Apple's other Family Sharing apps. Everyone in the family gets to use News+ for one fixed price.

I usually share just apple music. Will I need to activate purchase sharing as well?

I doubt it, as there is nothing to purchase. It's probably just like Apple Music.
