Apple One Apple One Family Share - Same region different countries

So I want to get Apple One Family to Share with my brother.

I live in Portugal and he lives in Switzerland.

Will it be OK? It’s Europe , both countries. But I wasn’t able to find a proper answer.

As far as I know, it only works in the same country.

I believe that's because the family sharing accounts are required to use the same country's App and iTunes stores.
