I would say he is using a credit card. Cause if it is a debit, I doubt this happens.
Yes, ApplePay charges the standard 3% fee due if you use a credit card. Technically, it's the credit card fee, not Apple. You can avoid the charge by using your debit card to make ApplePay payments.

It's charged to and paid by the retailer, that's why you don't see it when purchasing stuff.
If you’re talking person-to-person I’ll stand corrected as I haven’t used that. It wasn’t clear from the OP. But buying at a merchant does not add anything. If I buy a soda at 7-11 for a dollar, it’s a dollar charged to me, not $1.03.
I think this is the OP's concern:
If you send money via ApplePay using a credit card, the sender gets charged 3% on top of what they send. For instance, if you send $10.00, you will be charged $10.30. The receiver gets a payment of $10.00.
That makes sense. I was looking at retail purchases where the merchant eats the processing fees.

There is a fee to send money as a personal payment using a debit card or credit card. The fee in the U.S. is 2.9% plus $0.30 USD of the amount you send. For example, if you send $100.00 USD by credit card, the fee would be $3.20 USD ($2.90 + $0.30)

Seems like it's more or less in line with what it's like with PayPal:
I just use Zelle in my chase app. Everyone I know uses that. And cause of that. I haven’t really found the need to use Apple Pay.
