Apple Pay Cash not showing up

I'm trying to help my friend out setting up Apple Pay Cash/payments. He has an iPhone SE. IOS 11.2.2

His iMessage and iCloud account is the same. Two Factor is enabled and tested by logging into iCloud on the computer it asked for authorization on his phone. Region is set to US. I added his debit card to Apple Pay (not that you need this to RECEIVE payments).

The toggle doesn't show in the wallet settings and he doesn't have the icon in iMessage. If I try to use my iMessage to send, it says he cannot receive payments sent with apple pay at this time.

I've rebooted the phone a few times too. No go.

I did this all yesterday and it's still not showing up today. Any other ideas?

Yes, he's 40. And I checked the birth date too.

Just use Zelle. Much easier, and your friend can send money instantly to someone’s bank account. Without the other person having to wait till the money transfers to their account.
