iPhone Apple Pay - "!" Error Now on iOS 9

I've tried using Apple Pay a few times at RiteAid, McDonalds etc. since updating to iOS 9 and now I consistently have it not working - after fingerprint validating it gives me an exclamation mark with the note that it needs passcode or fingerprint to use ApplePay - I do that and continues this endless loop.

Any ideas on what is going on here?

I am also having this problem on my new 6s Plus running 9.0.1. Anyone else?

Try doing a hard reboot, hold the home & power buttons for 10 seconds until you see the white apple on a black screen.

Re-adding the cards fixed it

I have had this problem too. I will try re-adding the cards and see if that fixes it, but come to think of it, I did add Discover card after iOS 9 install and that card did not work during payment.
