Apple Pay is already configured on this Mac for another disk (can't reset)

on clean install os macOS 11 (did it 3 times), now I can't got past this screen after entering password, reset Apple Pay and add card..
also during installation asked me for my iPhone passcode, don't remember it asking me on other macOS installs.

I logged out and logged back in from iCloud, still I get Apple Pay to work.

does anyone else have same problem?
