Apple Pay on the Web in Catalina Safari not presenting iPhone as option

I am running macOS Catalina beta 8.

When checking out with Apple Pay on the Web in Catalina Safari, I am not presented with the Apple Pay credit cards on my iPhone. It is only allowing me to use Apple Pay on the Mac with T2, which I have not setup.

On the same Mac, when booted to Mojave (it is dual-boot), I am presented with the Apple Pay cards on my iPhone, and I can confirm payment on the iPhone.

I am signed into iCloud. "Allow websites to check for Apple Pay…" is enabled in Safari, and "Allow Payments on Mac" is enabled on iPhone.

Is anyone else experiencing this, or can someone confirm the ability to Apple Pay via iPhone in Catalina Safari?

Are you running iOS 13 on your iPhone as I don't know if it still applies to macOS but iPhones running beta softwares dont sync with release versions so this might be the case here however if you running 13 on the phone then it should sync fine. The other option is that they may have chosen to restrict the Apple Pay to the device if it has the T2 chip and only use iPhone on non t2 devices (can't say for certain just an idea).

Yes, I am running iOS 13.

I have tested with my iMac without T2 dual-booting Mojave and Catalina. Safari does show my Apple Pay cards on my iPhones in both OSes.

Devices:
iMac without T2, running 10.14.6 and 10.15
MBP with T2, running 10.14.6 and 10.15
iPhone X running iOS 13.1
iPhone XS Max running iOS 13.0

1. iMac booted into 10.14.6: cards show from both phones
2. iMac booted into 10.15: cards show from both phones
3. MBP booted into 10.14.6: cards show from both phones
4. MBP booted into 10.15: cards do not show

It may be that they have restricted the feature in Catalina only to Macs without T2, but I found nothing in the release notes.
