Why is it that my Apple Pencil needs to be re-paired every time I shut the power down, then re-start my iPad Pro?

I have other Bluetooth devices, such as a foot pedal, that remain paired to the iPad, but the pencil does not.

Is it because the pencil doesn't have it's own power source? (My Bluetooth pedal does....)

What do you mean by re-paired? Do you mean the full dialog of forgetting and re-pairing or do you just have to plug in the Pencil to the iPad? I frequently have to do the latter.

Yeah. I got the iPad Pro when it first came out, about two years ago. In the first six or nine months i never had a connection problem. Since then I’ve had to go through the full unpair - pair dialog a few times. Several times a week I find the Pencil is unresponsive and I need to briefly pop it into the lightning port. I haven’t found any reason for this. It never happens during use. Only if the iPad has been asleep.
 
My only guess is the pencil goes to sleep as well to increase battery life?

The Pencil sleeps a lot however, it wakes up when you move it. If you let it sit on a desk it will sleep after a short period of inactivity. As soon as you touch it it wakes up.

I sometimes see the case where I wake up the iPad, use it for a while then I want to annotate something. I pick up the Pencil and try to use it but the iPad doesn’t see it. I pop the Pencil into the lightning port for half a second then it works. The fix is so fast I haven’t bothered to try to figure out why this happens.
