Does anyone know if the pencil works for this app or does it need to support it?

I havent installed the app but the pictures dont show freehand notes, just typed notes. Perhaps this option isnt available.

Forgive me if I’m not understanding your post, but there are lots of apps that do NOT support handwriting with the Apple Pencil on the iPad Pro. So yes, it does matter about the app as well.

What he's saying is that apps don't need to specifically add support for the Apple Pencil into their app. For example, if an app allows handwriting / drawing, then (per my understanding) it would automatically support the Apple Pencil (at a minimum). So if Sticky Notes HD allowed for handwriting, then Pencil would be supported.

Correct, it seems the app in question doesn’t support handwritting.
