I just bought a refurbished mini 4 directly from Apple. Upon turning it on, it started talking (Voice Over is on) and when I select my language, I get a pop up that says "iPad not set up". Options are Continue or Start Over but neither does anything besides dismiss the pop up and bring me back to the language screen.

I've rebooted it twice but I keep coming back to the same screen.

What is going on? Google is no help and I'm 3 hours from an Apple Store so I can't just stop in for an appointment. I guess I can call Apple? I've never run into any technical issues like this before.

Can someone help me?
 
Well I feel silly. I figured it out.

Voice Over was on which means double tap is required to make a selection. I discovered that mistakenly. Then I got a message at the top to triple click the home button to turn off Voice Over. As soon as I did that, I was able to use the iPad normally and get it all set up without any problems.
