I'm amazed that even on IOS 13.1.2, Apple that promotes itself all about privacy and security hasn't fixed the London Settings issue that arose since IOS 13 and still on IOS 13.1.2, when trying to change the location settings of individual apps from ASK to NEVER, if automatically reverts back to ASK, you would of thought that would of been on of the important fixes on Apples list and would of patched it in 13.1, 13.1.1, 13.1.2 but yet they havnt, makes me think they still haven't figured out how to fix the issue. Plz Apple fix this issue ASAP

This is apps not being updated for IOS13, not a bug.
 
How can it not be Apple problem when Apple can overrides 3rd party apps, for example if the app ask for location settings to be on, Apple gives us the selection to turn it off or only on while using the app, now it's stuck on ASK always, so that means the 3rd party apps override Apple Settings. I don't think so coz Apple has come out and said IOS 13 gives the user's the power over 3rd party apps in terms of what permission will allow it to use
 
Sounds like a bug. If I set it to “never” it stays on never. Maybe try resetting your settings.
