Apple Store and FaceTime

My friend lives in France and has a Mac Computer version 10.13.6
He has a Apple ID but when he opens FaceTime it those not reckonizes theApple ID. Even the Preference in FaceTime is greyed out. This has been like that for months.
Any help regards what steeps he should take.?
