The last couple of devices I’ve had they always make you upgrade the Apple Store app. It’s always outdated.

Opened the 14 pro and noticed it as well.

Why do they put an old app on a brand new phone? Or OS for that matter.

Because the phone was probably packaged and ready to go at least a month ago or longer.
 
This has been the same version for a while
