This is a topic that I've been thinking about a bit lately. It is particularly relevant because of all the stories we have been hearing about returned iPads lately (overstocked resellers, imperfect screens etc.).

My question is:

What is Apple retail store policy for recycling/reselling returned devices (not just iPads)? Are the devices which are returned to Apple sold later as refurbs or checked and repackaged as new?

It may seem like a dumb question, but I am curious so I had to ask!

That's exactly what I was thinking. So the answer is refurbs or stripped for working components then?

If they strip them down, what's the problem with sticking an old fan in a new unit and saying that the unit is new?

If the package is unopened, then I'm guessing they could sell it as new.

Otherwise, or if they cannot tell, they would sell as refurbished.
