I am looking at upgrading my air 2 to a pro when the new ones are released (and possibly waiting a few months for refurbs to show up) ...

With the Apple trade-in program .. can I trade in an iPhone for an iPad or does it have to be a similar device. Basically, I’d be looking at trading my iPhone 8+ in.

Probably a dumb question, but can’t find an answer anywhere and figured someone here would know!

Don't see why you could not use the trade in value for the iPad. I assume you are doing this in store at Apple? I sent off some iPhones and iPad a little while ago through Apples's trade in program (I am in Canada as well) and in return received Apple store gift cards so essentially they are giving you store credit and would assume it works the same way in store and use the credit on whatever you wanted.

Yep, I would be doing it through the Apple store. And thank you - I was worried I could only trade in an ipad for ipad! So that makes me feel better about my stupid decision this morning ;)

Yeah don't see why it would not work instore the same as online. Might be worth your time to quickly phone a Apple store to confirm though.
