I just got the newest Apple TV 4K - I previously had the 1stGen. I never setup the Apple TV remote to work my TV bc I flip flopped between that and my Xfinity cable box. Ive since cut the cord and am doing YouTube TV via my Apple TV. Im trying to get my ATV remote to turn on and off my TV. It's an older LG TV (circa 2016). I have HDMI going from ATV to Soundbar (even older), and soundbar to TV via ARC. What should be my cable set-up in order to get it to work my TV or does it not matter and my TV just isn't compatible?

Im wondering if I go optical from soundbar to TV, and then HDMI direct to Apple TV? The remote will work on the soundbar via IR, and when I turn TVs and Receivers "OM" in Settings it doesn't do anything.

Try first whether your TV remote can control appleTV.
If it can, then your setup is HDMI-CEC compatible and the appleTV remote shall control the TV as well.
2016 is not that old. I have a 2016 Sony TV and HDMI-CEC works nicely.
Looks like HDMI-CEC in LG language is called SIMPLINK:

PS HDMI-CEC was specified together with HDMI standard in 2002, so any HDMI device from this century should be able to handle this. Unfortunately, CEC implementation is completely voluntary, so no guarantees can be given.

The protocol that does this is HDMI-CEC (Consumer Electronics Control). Pretty sure my 2015 TV had that, so yours should to. Google to confirm. It should be turned on in your TV's settings and the HDMI cable should be connected to the TV. HDMI direct to TV will work if your TV supports it. Not sure if/how it works if you have HDMI from AppleTV to soundbar and then HDMI from soundbar to TV. May need some experimenting - good luck!

I'll give that a shot, gotta see if I can find my original LG remote. Just look in settings of the LG for SIMPLINK ?

Yes. With SIMPLINK inactive on your TV, it will not react to any CEC command. Nor produce ones on its behalf.
