Is playing a 720p video in Front Row on a MBP connected to a 1080p hdtv same as playing a 720p movie on Apple TV?

When will Front Row be upgraded to the new Apple TV UI?

No, AppleTV upscales the video to 1080p for you - your MBP does no so your HDTV will upscale it - depending on your TV that might be good or it might not. Also HDMI is a much cleaner clearer picture which you can not get via MBP IMO.

When will Front Row be upgraded to the new Apple TV UI?

In my opinion it wont. The AppleTV pushes rentals - thats iTunes job on the Mac.
