I'm thinking about buying Apple TV. However, I travel a lot abroad. If I have a US iTunes account and use Apple TV in, say, France, Japan or Ukraine, will I still have access to US movies and TV shows?

I don't believe so. As soon as you go online in another country your IP will identify the location of your device.

Most people on here who live in another country have a US iTunes account and it works perfectly fine.

It'll work fine so long as you have a working broadband connection.

Netflix won't work unless you somehow VPN into the U.S. so Netflix thinks you're there.

As the other poster said, your U.S. Apple ID will work fine and you will be able to access the U.S. Itunes store even though you have a non-US IP.
