Maybe it’s just buggy but I’ve spent some frustrating time on it and have come up with nothing.

First, I updated everything to xOS 15. I then paired my HomePod minis and AirPlay works fine to listen to music from my Mac, iPad, and iPhone. They all work great. Apple TV works great, too, when I set the HomePods as temporary outputs.

The moment that I set the pair as the default for Apple TV, I only get sound out of one HomePod mini and the volume cannot be changed by any means.

Sound familiar to anybody else?

I experienced something similar and noticed that one of my already (pre HomePodOS 15) paired "temporary output" minis seemed to hang indefinitely during the HomePodOS 15 update process. Unpairing the minis, resetting and allowing the problematic mini to update individually, then re-pairing the minis got everything working normally as the default outputs for my ATV.

Tried this last night and also found it to be really unreliable. Wasn't something that was needed since the tv4k in the living room is connected to a receiver, and perhaps that was the reason, but it kept reverting back to receiver speakers.

Again, not something I was going to use long term but wanted to hear what they sounded like and it just did not work.

My HomePods in my living room work great in Stereo mode, but when I connect to my Apple TV 4K, the volume doesn’t work at all and sometimes flicks the volume icon on full but no sound. I have reset both Homepods and still nothing, was working fine on iOS 14. Checked the settings on my Samsung TV and at a lost at the minute, any help would be greatly appreciate.
 
The old option of using the pair as temporary sound output on the Apple TV is the only thing that provides stable audio for me. The option to use them as default is still there but I'm not using it. I've spent too much time and reset too many times and don't want to fiddle with it anymore. It's got to be a problem that resides in the new OS. I'll just wait until they sort it out. Also, I'm using an Apple TV 4K.
