So, I moved last month and am resetting up my appleTV today.

Set up went smooth, appleTV is connected to the network, i even have airtunes playing to it. But the appleTV isnt showing up on iTunes... when i go to preferences > appleTV in itunes the aTV shows up and has "syncing" next to it.

How long would this normally take, i dont remember this happening at all before.

As a note, i havent ever had media ON the aTV itself, i stream everything. Wondering at what point i should cut line and try the process over again.

Connect it via Ethernet for the initial setup. I realize u stream, but taking wifi out of the equation has helped me in the past.

That "syncing" isn't an indication of what the Apple TV is doing, it's an indication of the kind of relationship iTunes has with this Apple TV (synching, rather than streaming).

If the Apple TV is not showing up in iTunes it's probably not connecting at all. Treat it like a network connectivity problem. I'd start by telling the ATV to forget about the current iTunes (Settings/Computers/click on current computer/delete).
